Online course: Engaging with law and policy for cancer prevention and control

International laws, domestic legislation, legal instruments, global frameworks, conventions, policies, and standards; the law comes in many forms, and can be a highly effective and influential tool in all areas of cancer prevention and control, but especially in reducing exposure to risk factors and supporting progress towards Universal Health Coverage. 

This course will discuss the role of law in cancer control, from global frameworks and the relevance of international law in cancer prevention, to using the law effectively to advance Universal Health Coverage. The course will focus on demystifying the law for cancer and health policy professionals, to support the effective use of law to get the best cancer and NCD outcomes for all countries.

This course was developed by the McCabe Centre for Law and Cancer in early 2022.

Law, and cancer and NCD prevention and control

Module 1 will introduce the key principles of domestic and international law in the context of health law and policy. This module will discuss international and domestic law and law making, litigation and dispute resolution, and the role of international organisations.

Working together: global and regional action on cancer and NCD prevention and control

Module 2 will explore global commitments, frameworks, and conventions relevant to cancer and NCD prevention and control, and more recently, global action in response to COVID-19 and health emergency preparedness. This module will demonstrate how global commitments can be a powerful driver and influence on domestic laws and policy, and how best to use international agreements to support domestic action, with particular focus on the WHO Global Action Plan for NCDs, progressing Universal Health Coverage (UHC) and changes to the international health landscape in the wake of the COVID-19 pandemic.

The role of law in cancer prevention

Module 3 will look in detail at the role of law in: - Tobacco control - Healthier diets and physical activity - Alcohol policy - Environmental and occupational risk factors This module will use case studies and guest speakers to illustrate how law can be used effectively in different cancer risk factor settings and look at areas where the law may be a barrier to success.

The role of law in cancer treatment and supportive care

Module 4 will look in detail at the role of law in: - Universal Health Coverage - Access to medicines: focus on access to pain relief, vaccines - Social protections and cancer control This module will use case studies and guest speakers to illustrate how law can be used effectively to progress Universal Health Coverage, as well as the role of law in different cancer treatment and care settings.

Advocating for NCD responsive laws

Module 5 will focus on practical steps to integrate participants’ understanding of the role of law in cancer / NCD prevention and control in their day-to-day work, drawing on case studies of UICC members who have undertaken advocacy on law and cancer.
