The UICC report "From strategy to action: assessing approaches and models to the design and implementation of national cancer control plans, examines what enables the successful design and implementation of national cancer control plans (NCCPs), drawing on comparative analysis and country experiences from high‑ and upper‑middle‑income settings. The report explores how cancer plans move from policy ambition to real‑world impact, identifying common enablers and barriers across diverse health systems.
Based on literature review, global NCCP data, and key informant interviews, the report highlights nine critical factors for effective implementation, including contextual analysis, strong governance and stewardship, meaningful partnerships, equity and patient centricity, prioritisation, sustainable financing, accountability, political commitment and flexibility. Through case studies and practical examples, it illustrates how countries have adapted cancer strategies to their specific health system contexts.
The findings provide actionable insights for policymakers, cancer planners, and advocates seeking to strengthen NCCPs, improve implementation readiness, and ensure that cancer control plans deliver measurable, equitable outcomes for people affected by cancer.
