Virtual Dialogue: palliative and survivorship care in UHC

Universal health coverage (UHC) cannot be achieved without the inclusion of cancer services in core benefits packages, as cancer is the second leading cause of mortality globally and a major drive of out-of-pocket spending.  

Palliative or supportive care is an essential part of every cancer patient’s journey and essential to ensuring that they and their families do not experience unnecessary pain and suffering. Palliative care encompasses a range of services, from providing pain relief and symptom management, to psychosocial and practical support for individuals to navigate the health system.  

As the early detection, diagnosis and treatment of cancer continue to improve, there is a growing community of cancer survivors living with the long-term effects of cancer. We know that there are huge disparities in people’s ability around the world to access affordable essential palliative and survivorship care services, particularly after the COVID-19 pandemic where palliative care services were some of the more extensively disrupted.  

In response, UICC is strongly advocating for the inclusion of palliative and survivorship care in global UHC commitments and national plans, as countries work to expand UHC benefits packages.  

In the Virtual Dialogue organised by UICC, the expert panel explored:   

  • what guidance exists to support evidence-based advocacy and policy making on palliative care and the growing body of evidence looking at survivorship care;  

  • how the voices of survivors be included in advocacy efforts;.  

  • how organisations and countries have addressed the challenges to integrating palliative, supportive and survivorship care in national health strategies and UHC benefit packages and what opportunities exist to drive action. 

Participants were invited to share their views and experiences, as well as pose questions to the experts directly.
