About ‘C/Can 2025’

The Union for International Cancer Control (UICC)[i] is spearheading an ambitious new challenge to support cities to take the lead in the design, planning and implementation of cancer treatment solutions.  Launched in January 2017, C/Can 2025: City Cancer Challenge is a multi- sectoral initiative, that aims to increase the number of people with access to quality cancer treatment in cities around the world through a network of motivated partners including city leaders, governments, NGOs, UN agencies, and domestic and international businesses.

C/Can 2025 has been conceived to address the urgent need to move political commitments made at the global level into fully functional, comprehensive cancer solutions, which can reach the majority of the world’s population. C/Can 2025 is the inaugural initiative in a broader coordinated effort to support cities to lead on solutions for non-communicable diseases (NCDs) that meet the needs of their citizens.

The global target to reduce premature deaths from NCDs by 25% by 2025 has been a call to mobilise national action. However, focusing solely on NCD risk factors alone will not reduce cancer mortality rates by 2025. We must also drive improvements in early detection and treatment.

Summary of position

Implementing a robust monitoring and evaluation framework that promotes accountability and transparency, effective programme management, and fosters continued learning at both the city and global levels is critical to the success of C/Can 2025, and will further support efforts to build the evidence base for innovation and transformational processes and policies for cancer care in cities. UICC is looking therefore looking for a Manager who can support the C/Can 2025 team in the development and implementation of a comprehensive monitoring, evaluation and learning strategy.

Main responsibilities

  • Support the design and implementation of a comprehensive monitoring, evaluation and learning strategy for C/Can 2025: City Cancer Challenge
  • Develop and refine data collection tools for high-quality monitoring and evaluation at global and local levels
  • Work in partnership with C/Can partner organisations in the public and private sectors to develop a structured ICT solution to manage and organise data
  • Coordinate with C/Can 2025 City Managers for collecting data against agreed indicators, and provide technical support as required to ensure regular and high quality data in line with the framework developed
  • Coordinate verification/validation of data with relevant stakeholders
  • Analyse data to extract recommendations, lessons learnt and good practices on a regular basis, and contribute to reporting, and communications materials including data visualisation
  • Engage, collaborate and communicate with a community of C/Can 2025 partners across all sectors with expertise in monitoring, evaluation and learning.

Skills and competencies

  • At least 5 years professional experience, with a minimum of three years working at an international level in the design and implementation of monitoring and evaluation strategies
  • Advanced university degree in economics, sociology, statistics, public health, international development or related fields
  • Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies
  • Demonstrated technical capacity to manage and provide technical support and guidance in comprehensive monitoring and evaluation systems
  • Fluency in English. Working knowledge of Spanish would be an asset
  • Experience working in the public health sector
  • Superior oral and written communication skills
  • Excellent interpersonal skills and ability to work in a small, multicultural, dynamic team
  • Ability to work independently and collectively: be proactive and well organised
