Post-2015 Development Framework and Cancer 

Cancer like other non-communicable diseases (NCDs) has been overlooked in setting priorities for global health and development.  Cancer prevention and control targets were not integrated in the current set of Millennium Development Goals (MDGs), and as a result, investment in addressing the social and economic effects of cancer has been limited. 

With the MDGs set to expire at the end of 2015, the UN has begun a process to examine the design, scope and potential themes for the post-2015 development framework. UICC is working closely with the NCD Alliance and its partners to ensure that NCD prevention and control interventions are included in the new post-2015 development framework.  Broadening the future global development goals through inclusion of evidence-based, resource appropriate interventions that span the entire cancer care continuum will strengthen health systems and increase their capacity to respond to all health challenges faced by individuals, families and communities.

In May 2013, the UN Secretary-General’s High-level Panel of Eminent Persons (HLP) released their final report on the post-2015 development agenda - a key milestone in the road to 2015.  The report sets out a preliminary universal agenda to build on the Millennium Development Goals (MDGs) and deliver on the promise of sustainable development.  Significantly for the NCD community, the report reaffirms NCDs as a global development challenge and an issue deserving universal attention. NCDs feature alongside other global health priorities as one of the five targets for health.

Many of the recommendations in the Report closely align with the recently launched NCD Alliance vision for health in the post-2015 agenda outlined in a policy brief entitled: "Healthy Planet, Healthy People: Health in the Post-2015 Development Agenda" which provides:

- An analysis of the MDGs from a health perspective

- The rationale for the inclusion of NCDs

- A proposed framework for health in post-2015, including goals, targets and indicators
