Supporting National Cancer Control Planning: A toolkit for Civil Society Organisations (CSOs).

The second edition of the National Cancer Control Planning (NCCP) toolkit for civil society organisations (CSOs) was launched at the 2012 World Cancer Leaders Summit. The toolkit intends to help CSOs and other parties deliver an effective national cancer control plan. Its development constitutes a joint effort between UICC and European Cancer Leagues (ECL), supported by an experienced group of editors who worked diligently to deliver a user friendly tool. This NCCP Toolkit was endorsed by the World Health Organization (WHO), the Israel Cancer Association (ICA) and the Canadian Partnership Against Cancer as well as by multiple partners and UICC member organisations.

WHAT IS A NATIONAL CANCER CONTROL PLAN?

A National Cancer Control Plan (NCCP) is a sustainable strategic public health programme designed to reduce the number of cancer cases and deaths and improve quality of life of people affected by cancer, based on the country’s cancer burden, cancer risk factor prevalence, and the resources available to implement the plan in the context of the socio-economic environment and health-care system in that country.

WHERE DO YOU FIT IN?

Most countries have yet to begin a systematic national cancer control planning effort and many are just becoming aware of the opportunity to do so. Where governments are concentrating on other immediate health priorities, CSOs can play a critically important role in increasing public and leadership awareness of the cancer burden, and develop effective partnerships to build support for cancer control planning.

WHY USE THIS TOOLKIT?

This toolkit has been put together to help CSOs to participate in the development of a national cancer control plan. It provides individuals involved in the process with an overview of cancer control planning, issues to be taken into consideration and tools to help start or enhance existing efforts. Selected references for more detailed information are also provided.

HOW TO USE THE TOOLKIT?

The toolkit takes a step-by-step approach through the different phases needed to achieve a national cancer control plan. 

There is a ‘Before you begin’ checklist at the start which will help you decide which parts of the toolkit will be most useful to you.

The five sections in the toolkit cover:

The basics: What is the country’s cancer picture?

Collaboration: Who can help develop and implement a cancer control plan?

Content: What will be included in the plan?

Action: How is the plan communicated and implemented?

Evaluation: What is a successful plan?

AND FINALLY

Every country will develop its own unique plan because the cancer problems and the systems dealing with these problems are different in each country. The ideas and tools in this toolkit can be adapted to fit your particular needs and circumstances.
